you could always insulate your pipes. Most of them are relatively easy to get to if you remove a few panels. Here is a couple of links from previous discussions. The last link has pics (towards the bottom) of a guy insulating his Raptor. I'll try to remember to take some pics of a Raptor that a guy from work is living in. He has some kind of skirting and heated water lines.
another source to try for a skirting is an awning fabricator. I also winter in mine in northern alberta. i had a skirt made by an awning guy. it is not insulated, but it is a thick rubber type awning material. cost was about $1500, but well worth it. it is attached with turnbuckles and snaps. it was built with 16" of overlap on the trailer, and 24" extra overhang on the ground. all corners around slides and outsides have zippers, so the bottom 'flap' can be adjusted for uneven ground, etc. for storage in the summer, it all folds up nicely and only takes up about 2 cubic feet in the basement.
I haven't run any heaters underneath, even in temps of -40c. I noticed about a 20% reduction in gas consumption after i installed the skirt.

I've been full timing in my WW out in Colorado. Not getting too cold yet but already down in the 20's many times over the past month. i picked up a couple of oil filled radiators that keep the trailer nice (about 70) all night long and never run the main heater (dont like to burn so much propane and i have full hookup). lookinng at skirting but havent yet. have seen the reflectex, foam board, osb...
