I would contact Starbucks headquaters, this Starbucks may be in violation of their franchise.
I frequent Starbucks stores wherever I happen to be. Their cards are out by the cash register and anyone can pick one up. They have to be activated by putting a certain amount of money on to them. I would want more info before coming down on Starbucks. After all the company is in the business of making money and that is done by making the customer happy and well caffeinated.

Actually, most Starbucks are not franchises. They are almost all company owned. They only franchise a select few and my understanding is the only frachised ones are at specialty locations like inside grocery stores or on college campuses and things of that nature. It is possible that the OP went to one that is a franchise and maybe they don't accept the cards.

It is possible that the OP went to one that is a franchise and maybe they don't accept the cards.
Correction, per their website they don't franchise at all. Instead they license people to sell their brand at locations where they couldn't have a company owned store such as on university campuses or airports. I notice the OP said this was at University Park Mall and according to one source I found the Starbucks there is inside Barnes & Nobles. Maybe Starbucks just licenses Barnes & Nobel to sell their brand and thats why they don't take the cards.

I'm still not buying the giftcards for the teachers as my daughter had originally thought was a good idea. I don't want to run the risk of them being turned down as my daughter was.
