Not everyone went there. It's the raised deck at the back of the ship where there were steered from. Like where Captain Jack Sparrow steered the Black Pearl from. The term is Anglicized from a French word meaning Stern.

Now it's enclosed and in the superstructure but waaaayyy back when you were a youngster, it was open and on the back of the ship.
