The only difference might be in emission controls but for recent model gasoline-engined vehicles the manufacturer's certification is the same for all 50 states.

You may want to check the sales tax vs Pa. If it is higher and the dealer doesn't/can't write it for Pa's rate then good luck trying to get the $ back from Ca.

Definitly check on the tax bit, both CA and PA, then make your decision. IMHO, you will take a beating in CA, as they will collect their tax and then not forward it to PA, who may require you to pay it again in PA. I do know that NV and ID do NOT collect a sales tax on vehicles, with an out of state address.

I have bought two vehicles in CA, from dealers. Both times, the dealer said it was CA law that they HAD to collect the sales taxes, and the vehicle HAD to be registered and titled in CA, even though I was taking it to Montana within the week!
Then CA DMV sent me a notice that I had BETTER renew the registration or put the vehicle in NON-OP status, even though it had a Montana title, registration, and license plates by then!
I think any vehicle I buy in CA from now on will be from private party only, never again from a dealer.
If you buy from a private party, make SURE he sends in the "transfer of ownership" coupon from the title. This tells CA DMV that he sold the vehicle. It does NOT transfer ownership, you will still have to do that when you get home.

A friend bought here before moving to Washington, had three days to get it out of state. Don't remember about the sales tax?

The dealer does not have to collect sales tax if the vehicle will be registered in another state. They say they do because they do not want to fool with the paperwork. If you are determined to buy a vehicle in CA and the dealer insists on collecting sales tax, tell them you will take delivery out of state. Then take delivery in AZ or OR.

BTW, the smog equipment is the same for all 50 states

What paperwork? All they had to do was fill in the blanks on the title, complete the sales paperwork, and give me the entire bundle to bring back to Montana. They refused to do that. The paperwork to report a sale to an out-of-state buyer (if there is such a form) can't be more than the paperwork to pay the taxes and fees, and register the vehicle! One dealer was in Atascadero, and one (IIRC) in Porterville. One a street-corner used car operation, and one a major manufacturer franchised dealer.
I can only relate the facts as to what happened to me. What others have done, I have no knowledge of.
