I have a faulty pressure relief valve and have tried to remove it. I am not sure if it is rusted in or what but it will not budge. In fact alot of it has broken off. Any suggestions of how to get it out...? I am thinking of cutting the rest of with a dremel and then using a hacksaw to cut the threaded part out. Thanks in advance

Penetrating oil or heat it with a torch.

First off all if it has not been relieved of pressure, by opening it be carefull as it can cause harm when under pressure. If it is not under pressure then heating it around the point where it is attached will possibly loosen the bond and allow it to be unscrewed. I believe they are all brass, and the tank is cast aloy. So they will expand at different rates perhaps the brass is softer and it will melt loosening it. Good luck.

Won't you damage the water heater tank if you use a hacksaw?

I just replaced mine. I sprayed it for several days with PB blaster. On the 3rd day I put a pipe inside the opening and loosened it a quarter turn, then used channel locks to finish removing it. It came out easier than I thought being on for 16 years.

Sometimes tightening it just a smidgen will break it loose so you can take it out

Thanks for all the suggestions....I ended cutting most of it off with a dremel then using a chisel and screwdriver to break the rest out.
