I'll disagree with this in part. He's not going to be near the limit on towing from what he/she's indicated. That being said, I have always found that my two TT's (17' and 26') both tow noticeably better with a full tank of water because it puts weight up front and helps keep sway under control. I'd keep the fresh tank as full as possible and the grey/black as empty as possible.

It really depends on where the tank is. If it is over the TT axles, it won't make much difference on the tongue weight.
