Incorrect. Of the approximately 30 states that allow double towing, only 4 (AZ, IL, MI, MN) stipulate the middle unit must be a fifth wheel.
Restrictions are often placed on the last unit (e.g. ATV, snowmobile, boat trailer only), overall length, and on which roadways one can double tow on. Laws vary widely from state-to-state.

All the states should make it 5th wheel only. Seen a popup camper with a 20ft bass boat behind it. Now talk about stable at towing speeds. If he got over 40 MPH it was like a snake all over the road.
Old Fashion common sense goes a long way on towing that second trailer. As in making sure its not bigger then the first.

That said I double tow behind my fifth wheel, no sway. I never know the trailer is behind the fifth wheel and have towed several thousand miles this way. My second trailer is not heavy only about 1200 lbs. During hunting season see lots of jeeps behind fifth wheels. The only down side for me is not being able to see my ATV trailer behind the fifth wheel.
I'd be willing to bet that it's not legal in most states to tow behind a TT. I know =I'd= never do it barring an emergency.

Is this something rather new in AZ. I lived in AZ 10 years ago and we double pulled all the time from Phoenix to Flag and etc and never a problem or was I just lucky? Good info here as was not aware of this.
I've pulled a Jeep Wrangler four on the ground behind my fifth wheel several times and over some of the not well maintained passes, it tows so great you almost forget it's back there, then this year I've started towing a boat, same thing, it follows in the path of the fifth wheel.

However, the total lenght of your tow vehicle, Fifth wheel and second trailer cannot exceed 65 ft. I just saw a 3/4 ton long box crew cab towing a 36ft fiftyth wheel which had a tow dolly with a full size jeep on it. Overweight, Overlenght and extremely unsafe. They are becoming more and more common. Don't they realize that they could lose everthing that they own?
On my last trailer I towed a jet ski behind it. I was within lenght and had the proper endorsement on my license in addition my saftey chains were placed properly ( to the extreme outside of the 5th wheel)
Most of the rigs I have seen have theirs wrong which leads me to believe that they lack the proper endorsement on their license.
Sorry for the rant but really ignorant, unsafe people tend to set me off.
How many miles did you tow said "3/4 ton long box crew cab towing a 36ft fiftyth wheel which had a tow dolly with a full size jeep on it" and wich scale did you hit to determine it was overweight, Overlenght and extremely unsafe?
Unsafe at any speed, some people are scared at the thunder and lightning others are fearless. If one feels uncomfortable on the highway it's best they stay at home. I leave it to the police to determine what's safe. I've double/triple towed for 50 years and never had an issue [78 years old] but I've seen more un safe drivers in small cars than RV drivers. [ONLY BE WHERE YOU FEEL COMFORTABLE.]
Many times if people see something they don't like, it must be unsafe??? Hopefully our legislature will legislate with common sense and legislate what the experts have to say and statistics show. The reason double towing is legal in most state, is because it has not been a safety issue.
How many communities have passed laws restricting RV parking of any kind on the streets inside the city limits? Those laws were not passed because of safety issues. They were passed because some folks didn't like them parked there.

Excellent point.
IMO these type of threads have no merrit especially when the author has no actual scaled weights or measurements. IMO its just another pointless bitzh thread or a "look what I just saw" post.

I personally believe it's just a matter of time and you'll have a wreck. No matter who's at fault, I'm sure you'll get a ticket if there is a dbl tow involved. Does your insurance endorse dbl towing? Have a camera to monitor the rear tow? A brake system that works when you apply the tow vehicle brakes? I just hope I'm not around when everything fishtales into a ditch and wrecks with another vehicle.
Some of your info is incorrect. There are states that allow towing a trailer behind a non fifth wheel trailer.

I've done it for thousands of miles, legally. Perfectly safe with a competent driver and a proper setup. However, if you doubt your setup or are unsure of your abilities, DO NOT attempt it!
