You should be able to find an American coach 2004 or older in that price range with hard looking.

Quality, as stated by some previous posters can be a personal thing. My recommendation would be to go out and drive quite a few and if you look carefully the quality will become obvious if it is there or not. There is one group that does a pretty good job of estimating quality on motor homes. That is the RVCG group. I found their ratings quite accurate when I was looking actively 3 years ago.

Aqua hot is an expensive option. We have it. Many Newmars will not as they were sold at a price point that did not allow it's inclusion. I would not let Aqua Hot stop me from getting a coach you like otherwise. Some close friends of ours just bought a lovely 2005 Monaco 40' for just a bit more than your budget. They did not get Aqua Hot.
