One point about e-books. Once you buy them they are yours. So, if you were to buy from Apple or Amazon.com you don't always have to store them on your iPad. They are in the "cloud" to download again when you want them. So, in theory you could buy way more books than you could store on your iPad and just go get the one you want to read when you want to via your iBooks app for Apple or the Kindle Cloud Reader app for Amazon. Both apps keep track of your purchases. This requires a cellular connection or wifi, but wifi is no farther away than your nearest Starbucks or McDonalds no matter where you are. Book download very fast, i.e. less than a minute.

We have 3 iPads in the house, all the first year models. Two of them are 32GB wifi only and mine is a 64GB AT&T cellular (the only carrier option when I bought it). The original iPads did not have any cameras, so I thought 32GB would be enough.
In my opinion, get the 64GB with the cellular option. The cellular option also includes the GPS, which is handy even if you don't think you'll need the cellular service. Since the cellular is "no contract", I think it's worth having.
Our 32GB models are near their capacity, mostly with apps, a few movies and a couple of gigs of music. Those are the ipads our kids use. Also, I downloaded GarageBand for them and they are filling up the space with their musical creations. Had I known GarageBand would've been so popular with them, I would've gladly paid a bit more for the extra 32GB of storage space. (By the way, GarageBand is a multi-track musical recording program. I'm amazed, for a $5 app, my 10 & 11 year old kids are doing digital music editing that was not even possible when I was their age and would've taken over $250,000 worth of equipment when I was in college.)
Some of the newer apps take up a fair amount of space as well. I think their Harry Potter app is almost 1GB by itself, and a couple others are as well due to the extensive amount of graphics involved.
The newer ipads have the video and digital cameras, so it's nice to have the extra space to store the video/pictures that will be taken.
So my vote: iPad 3 with 64 GB & cellular/GPS connection. (I'll let you decide on the carrier. ).

Why not get the fully loaded one (64gb with lte) and just not install a sim card, since they're paying for 75% anyways.. Now you've got the choice, if at somepoint you want to add data you can easily. This is what we did, although we probably will never get another data plan with the prices the are at.
Since your company is paying for the 75% I would go with the larger, with cellphone connection. You do not have use the connection now, but that way if you decide later to use it, at least you have it. I have the ipad 3 with att, I use mine mostly with the wifi thru verizon, or free wifi connections. There a quite a few free storage areas out there, one is the icloud, you can store up to 5 gigs on it, then get a different one and store on there as well. I am in the process of putting in pdf's of the washer/dryer, jacks etc. I am using my computer about 50% of the time now. The really great thing about a tablet, it is so much smaller and can be carried anywhere, I even have my excel spreadsheets sent to the cloud, and I can work on that anywhere at all.

I have just about decided on the 64GB with wi-fi. No cellular - the coverage where I live and where we travel to just isn't good enough to justify the added cost.
Over the years, I have convinced myself that when buying technology (especially computers), it is better to overbuy. I buy the very best setup I can afford and find that it will last so much longer than a low price, entry level unit. In the long run, this strategy seems to more than pay for itself.
Example --- In 2008 we bought our MacBook Pro. Any entry level Windows laptop would be struggling by now, especially with Win8 coming out. My laptop continues to offer super performance and it will support the upcoming release of Mountain Lion OSX. I bought it with the largest available storage and have plenty still available. I'm hoping for another 5 years from it.

Hands down get a 64GB iPad 3 with cell connection!!! It's only going to cost you $207, sign up for month to month plan and only use it if you need it. I've got the iPad 2, love it but wish I'd gotten the cell version.
