We have an 07 Jayco 29BHS with a 53 gallon water tank. It seems that I need to have to tank at least 1/3 full before I get good water flow at the faucets. Prior to that I seem to have air in the lines. Is this common ??

No not common at all. If it's sucking air then the tank must not be as full as you think or the draw point is hokey. Are you going by the tank level monitor?

I agree this is not normal. I typically put probably a couple of gallons in my tank just for toilet duty while underway and the flow is just as good as when hooked up to city water and the pressure is regulated to about 45 psi. So the flow at the faucet should not depend on the level of water in the tank if the pump is working properly.

I am physically looking through the translucent tank. The trailer is completely level in our driveway.

Does anyone know if the pick-up is in a fixed position in these tanks or does it move around in the tank ??

USUALLY there is a fixed pick up point that is an inch or two above the bottom of the tank. You SHOULD have full water pressure clear down to where it will not longer pump. When you first fill the tank and turn on the pump, it will spirt and spit quite a bit until the hot water tank is filled and then until it establishes it's air pocket at the top so it's POSSIBLE that's what you're getting.

You may have just given me the answer !! Our previous trailer had the water heater mounted on the floor. This trailer has the water heater mounted about 2 feet higher thus a higher air pocket !!

might be a split in the pick-up tube. unless the split is immersed the tube won't pick up well. just like using a straw with a split in it. it doesn't work well unless the split section is immersed.
