Running an i3 Dell with W7 Pro and 6g's of memory and zero issues - I use IE9 exclusively.
Me personally I'd dump AVG, I use Microsoft Security Essentials on at least 15 machines between family and work from XP - Vista - W7 and have had no issues.
Does sound like you have possibly an update process that is not "finished". I've had those happen with XP and Windows update but nothing in the last couple years of so.
Bring up the task manager and see what process is using/hogging the cpu(s) and work from there.

I would assume that if you know there is a CPU usage issue, you have already verified this thru the Task Manager.
Very often issues that appear to be browser related are a combination of browser, internet and PC. You can disconnect from the internet and browse your PC using Internet Explorer. View a few PDF files (assume you have some), some videos, etc while disconnected and see how your browser performs. Id bet you have no problems which suggests it is not the browser.
This is directed to Firefox users but much will apply to any browser.

Since it's 8, and you're still on XP, you probably don't have enough memory. Is hanging on to XP a performance thing or a money thing?

I don't necessarily agree with this. I have computers running IE8 and XP without any issue whatsoever. I don't recall off the top of my head but one of them has minimal memory and does just fine with IE8. There is something else going on. When did this start? Were there any recent installations or updates done just prior to the problem?

I have over 400GB free space on the hard drive. I also have 2GB of RAM and a 3.2 GHz processor. I also clean up the start system with msconfig to limit what is running.

As others have said, "try it with AVG off". I used AVG for years because it was simple and it worked. More recently AVG has become a hog just like Norton and McAfee, so I dumped it also.

I'm at about 540 MB CPU usage out of 2 GB almost all the time (other boxes of mine have more memory, but this system is just 2 GB)
Quite some time ago I quit using AVG, and went over to Avast. I configure Avast completely and do not rely on out-of-the-box settings (understanding what each process entails in terms of risk). I have 3 boxes still running XP (SP3), and when I use IE8, Avast, and other software (like Firefox, or, Google Chrome) I have no CPU shortage whatsoever.

AV programs are becoming more and more redundant as email programs become better at stopping viruses, and users become smarter about where they go.

While going to different web pages the task manager shows iexplore.exe using 95 to 98 percent of the cpu.

Have you tried clearing your caches and cookies? Have you tried a full system scan with malwarebytes?
