I'll assume you are trying to place a picture in your signature. Once you have resized the picture, it must be uploaded to the RV.Net servers. That is accomplished in on your forum preferences page.
Click on the My Forums link near the top right of most forum pages.
Click on the My Preferences link from the horizontal list of links that run about 1/3 of the way down the page.
Use the Browse button to find the picture.
Scroll to the bottom of your preferences page and click on the Submit Changes button.
