It has the code in the door for the heavy duty leaf springs but yes its the Max Tow package.

If it has 7 lug nut wheels it has the HD payload package.

Right, the max tow has slightly stiffer springs to get the GVWR up to 7650/7700 but it does not have the extra leaf, E tires, 7-lug wheels rated for 80psi, larger axle shafts, stiffer suspension bushings and the stiffer shocks included in the 8200GVWR HD payload package.
