Only recently did I happen upon this post and read it's many threads. One thing that really jumps out at me is all the differing views of what qualifies as an LEO. I don't mean to ruffle any feathers here or rain on anyone's parade. BUT, if a bunch of Electricians got together and wanted to start an RV club, they wouldn't want to hear from people claiming to be electricians because they change their own light bulbs, or carry around a pair of wire cutters on their belt.
To put it more bluntly, security guards wear a badge and carry a gun, as do the "officers" on the perimeter of Fort Knox. These folks are not LEOs.
Not all Public Servants are LEOs. Not all who work in Public Safety are LEOs. And most certainly not all who work for the Justice Dept. at the Federal level are LEOs.
LEO stands for Law Enforcement Officer.
If YOU have ever chased down an armed felon, wrestled him to the ground and cuffed him, read him his Miranda (without reading it from a card), and booked his @ss in jail. And you did it at 0200 hrs on Christmas day. YOU just might be an LEO.

Smithroyal...If I read you correctly...you seem to think only those who make arrests are law enforcement officers...correct?
What about those OFFICERS,i.e., Correctional Officers, you know, the ones who take custody of those criminals after you've only had them for several hours. These officers have them for the rest of their incarceration (including ALL Holidays 24/7/365)...you don't consider them LEO's? That's strange as MLEO certainly does...Maryland Law Enforcement Officers Association has no problem including CO's in their membership, along with every other professional association that I know of.
LEO's come in all shapes, sizes and with various duties and responsibilities...street officers would have one heck of a hard time functioning without correctional officers, probation officers, court bailiffs, etc. As I see it all who are sworn officers in our nations legal system are without a doubt LEO's!!

I worked with a guy who thought that if you didn't have the power to arrest then your weren't a LEO. That was his opinion but I feel that all those persons mentioned previously are ALL a part of the criminal justice system and play an important part in law enforcement. JMHO

It only has been within the last five years or so that the Peace Officers Assoc. of Ga. recognized CO's so there is more of a trend to recognize everyone, good thing. On another note I believe the State of Pa. does not give Deputy Sheriff's arrest powers.

I for one think Smithroyal is a true troll and not a LEO, by any stretch of the imagination. Ones like him, in our agency, were dropped in the FTO program, if they made it that far.
