Are you using the wall switches just for on off or are you using the wall switch on the fan circuit to control the speed of the fan?

when he installed the fan, did he take the shipping brake off the motor before installing the blades?

It's almost like the common is open and you are completing the circuit via the copper ground wire. The problem may rest at your circuit panel where the fan circuit common is terminated to the main common block...

The motor brake or shipping break is usually a set of plastic pieces that are held in place by the screws that hold the fan blades on so by removing the screws, you must remove the shipping brake, at least in all the fans I"ve seen.
