I changed my battery out and it shows 12.2 volts on my battery charger and my indicator panel show that it is taking a charge (sometimes) other times it shows not charging. My lights surge up and down. Is this my inverter going bad, or is it bad. I checked the 50 amp breaker by the battery and it shows 14 something on it. My fuses on the inverter are both good and the fan comes on quite often. any help with this would be appreciated

It may only be a loose connection. I'd first track down every connection and look for looseness and/or corrosion.
If you are having problems in particular with the batteries be sure to check that the connections there are not corroded and the batteries have fluid. If you can get them to an auto parts shop they can/will typically test them for free. Hope this helps.

If the lights are surging only when running the generator it is the charger/inverter.
My orginal unit did this and when I contacted WW regarding the problem the tech told me the units they use are absolute junk. I switched mine out for a unit I purchase at Camping World and no more problems.

I agree... If the lights are 12V any surge or drop will be via the battery as the primary source in the power chain. If the battery(s) are properly filled and charged, there should be no or little noticeable lighting surge.
BTW... what kind of battery set up do you have? If you are running your inverter on 12Vs, you may want to think about going to 2- 6V deep cycle golf cart batteries.
Most charger/converters will put out 12 to 14+ volts, the average being 13.8V. So both readings depending on the meter are correct. The cheaper led meters will only show 12V right up to 13.99999999999999999999999999 volts.
If the 12V lights are surging when the inverter is on, the inverter's draw is simply pulling juice away from the coach when it cycles into and through higher draws. One way to stop this is to split the batteries. One (set) to run the coach and one to run the inverter.

Thanks for all the input...The battery I have is a deep cycle marine battery (1) and it is brand new I got it on friday...i will back up a bit...I went into the trailer on Friday to get ready to go and tried to put my bunks up and the lights completely went out and the beds stopped raising, then in 20 seconds the lights would come back on and the beds could be raised another couple of inches...this went on until I could get the beds all the way up...(I was hooked to shore power at the time)...I checked the battery and it showed bad, so I replaced it and here I am back at the beginning...It seems that my lights are very dull and just get bright when it surges...I did have my generator running all weekend and my panel would show that the battery was getting low so I hooked my manual charger up to keep running but it still does it even with the external charger hooked up...BTW it is a Raptor 05 3018TT...

Check your breakers also, I had the same problem and tracked it down to the breaker. It was making a loose connection to the bar. The guy at home depot said the one I brought in was a piece of crap, FWIW. I bought an extra for a spare in case another one goes bad.

[b]This is starting to sound like something you need to get with your dealer on.
The thing that scares me is the slow rebound. I fear somewhere the draw may very well be exceeding the wires limit and could result in a fire.
There are just too many things that need to be checked that are (respectfully) beyond your electrical skills and knowledge.
Hopefully it's something simple. But if it's not, your trying to fix it on your own might violate the warranty. Or worst, you might miss a collateral problem that might also result in a fire.
I strongly suggest you immediately disconnect the shore power and battery leads and get it to the dealer ASAP!

Very much so... The bottom corner is open to the air.
FYI... I live in a rural canyon so I closed it off with some .25 inch mesh to keep the critters out.
