As for Grayton not getting as much money as Topsail, that's not really what has happened. Topsail Hill was a PRIVATE resort not long ago. The state purchased the resort, which had a ton of money already invested into it. Since that time, the state has started expanding the camping area, but really not much in that time. Still no area for tenting, as promised. The expanded camping area is a single row of campsites next to the 100 loop, and is presently only for campground host types.
Oh yes they are without a doubt.
Northwest Florida state parks recived 12.5 million dollars this year and over half of that will be spent on TopSail alone.

No problem fla-gypsy, Here is the exact breakdown, as you can see Topsail is getting way over half of the total budget
*Blackwater River State Park, almost $1.8 million – The park will renovate the campground and construct a new tool storage building and two picnic pavilions.
*Camp Helen State Park, $1.5 million – Funds will be used to stabilize the historic structures, including the recreation hall and four cottages.
*Eden Gardens State Park, $1.5 million – The funding will allow the park to relocate the entrance road and construct new picnic areas.
*Henderson Beach State Park, $1.5 million – The park will construct an additional day-use area for visitors to enjoy.
*Topsail Hill Preserve State Park, almost $7 million – Funds will be used to repair roads, expand the campgrounds and improve campground sewer access.
Son & I stayed at Grayton Beach last summer & we really enjoyed it. Sure it was dusty, but the sites were well-separated. We have a Pup so road/site size is not a problem. Centrally located bathrooms/showers with HOT water. Small so the beach & baths weren't crowded. Small lake to take our 'yak out on -- we could drag it down right from our site (#28 IIRC).
The beach was top notch & clean! Only a 2 min. bike ride away. Rode our bikes to Grayton town one day & took a day trip through Seaside/Watercolor. Very nice trip. We would go back in a minute.
Never been, but the PRICE of Topsail turns me off...... I bought the Pup to SAVE money vacationing!!
We stayed a few days on site 31 back in May. It is one of the only sites with a concrete pad. No room for a slide though and barely enough room to get aound to discharge the holding tanks, but we liked it and are going back in April 08. Close to bathhouse adn shady/private.
