I witnissed this on I40 near Asheville, NC a few weeks ago. It turned out a crane was being moved around an area of road construction. Rather than stop traffic, they slowed it down from the prior exit 7 miles away.

It's called a rolling road block. Somewhere up ahead, way up ahead, there was some sort of work going on tha necessitated closing the road for a few minutes. Sometimes it's to place new barriers sometimes its to set a bridge structure in place. The DOT does that rather than let the traffic come to a complete stop. It is maddening but an effective way to allow something to take place. If you completely stop traffic, you run a greater risk of secondary crashes at the rear of the stopped lanes. If people aren't paying attention to road conditions ahead, there will probably be an accident anyway, rolling or total road block.

Humm.. Super Tuesday today.. Could a politician been coming into town to pass some gas?
In my years as a police dispatcher, we did this often enough when either selected politicians, including presidential candidates came to town.

I've seen rolling roadblocks used to keep traffic behind from a slow-moving oversized load. This is included blocking on-ramps between as the load approached.
I know it is done also for political VIPs, if they don't just shut down the road for hours at a time.

Ummmmm, please tell me more about police tactics. Sounds like you have it all figured out. 
However, about 5 years ago I was doing a rolling roadblock so another trooper could remove tire debris from the roadway. Some motorist, upset with us, called my Captain to complain that we were out just playing on the freeway. When it was explained to HER what we were doing, she replied that it was B.S because when she drove through there was no tire debris in the road.

My son is an explosives expert in the Atlanta area. Whenever they are doing work near a road it must be shut down when they blow the charges. Just in case. The rolling road block is how they close the interstate when necessary. It is really erie to see rush hour traffic totally disappear and the intersate totally vacant. They really do try to avoid heavy traffic times but sometimes it can't be helped. The exlplosives can not be left in the ground overnight.

I sure hope this wasn't the case. This happened during rush hour and it was raining. Just too much risk of a massive pile-up.
