Actually SkipnChar did answer your question briefly. Wellbuilt units are aired out and don't generally have the same problems that these trailors did. I imagine that instead of bashing FEMA - who just bought the units - they should be making inquiries into the building of them by the companies. What were they using? Why weren't they telling FEMA what happens? Follow the money! And most of the housing was destroyed or declared uninhabitable, not much low/fixed income units have been built, and most people there can't afford the inflated rental costs - I have relatives in the area and they tell me that rentals have skyrocketed.
