My Honda 2000 gen set has about 50 hrs on it. I always run out gas when done or if I leave gas in it I start it up about once a month.I filled it with gas when I came home from the south this spring and when I started it up it would only run on 1/2 choke. I havew taken it to a repair shop and was told that the carb was full of rust and carb cleaner wouldnt touch it and I needed a new carb for the tune of $123. Am I being ripped off?

Could be a rip off.
I would want to see the inside of the carb first, it is possible it just needs a good cleaning and put back together and be just about good as new.
If you do have a new carb put on insist that you get the old one back and check part number or at lest see that they look alike. JMHO
I think someones got rust in their pants, namely the mech, it may have a bit of "varnish" in the carb, leftover dried gas, but rust...nah, don't think so unless someone peee'd in the tank.
I had a similar problem with a Honda that had a little pot-metal gas settling bowl housing at the gas shut-off valve. It would let junk get into the carb. I replaced it with a universal type gas settling bowl from NAPA and cleaned the fuel system. No problems since then.
I wonder where the rust came from seeing as the tank is plastoc and the carb aluminum and brass. Your mech is a fool. Compressed air and carb cleaner have cleaned out any carb I have tried to work on. Shop rate is about $80 an hour these days so he might figure your cheaper with a new carb.
If you get gas in a state that requires 10% alcohol in the fuel you will deal with rust. It causes/breaks loose rust in any metal container. Probably even some service station tanks.
A good thing many are going to plastic tanks.
