My national saint bernard club here is having problems communicating and sending pictures - Currently we do it though a yahoo group, and this doesn't seem to do what we want it to do.
I proposed to them to start a forum, I used this site of an example of how good it could be.
How does one start a forum site like this? About how much does it cost?

There are tons of options out there, from free to pay-for.
In general (as it sounds like you've found with Yahoo groups), when you choose free services, you generally get what you pay for.
Do a google search on "forum hosting" to see some of the many options. If you'd rather deal with a person than a online business doing this, shoot me a PM. I do some website hosting and provide personalized service.

You need a host & forum software. The most popular is VBulletin. It is not free, and to run a decent size site your hosting is not going to be free either.
I created and run a site called www.dobermantalk.com using VBulletin software, if you would like more information PM me.

First you need a host. I use powweb. With one click I can add a forum for free to my hosting package. For $7 a month for hosting you can't beat it.
It also allows me to add dozens of other open source programs.

I don't know how difficult it is to set up, but having used the yuku forums I'd say it's a good choice. They give lots of options for users to post comments, photos and videos. The price is right!

I set one up at work using phpBB from www.phpbb.com It's pretty popular probably because it's Open source so it's free. They have a very good support forum to help with setup and any problems and there are plenty of third party add-ons (mods) both free open source and commercial. Check them out, their site will list everything you need from an ISP and even has a link "Hosting" to a list of host that support them.
At work I have IT geeks who set up our Oracle database for me. Our webserver was already running php 5.whatever. It will also run on a MySQL database.

InvisionFree is free and user friendly. I use it for a group of single RVers. Most of us post every day and post pictures easily.
