I had an 02 Dakota, 4x4, Quad Cab, 4.7L, 3.92 gears. It's tow rating was 5750 lbs. A 2WD setup adds about 300 lbs to the tow rating. I pulled the TT in my signature that weighs in at 4100 lbs empty. When loaded for a weekend camping trip I found out that I was 600 lbs over my GVWR, and 800 lbs over GCWR. The truck handled the TT well for the 5000 miles or so we towed with it. The 4.10 gears will give a slight improvement in towing capability (over the 3.92s), but it won't help with GVWR. I wouldn't go much over 4000-4500 lbs empty with the Dakota

Long Bed, Big Tow
I'd stay under 5K but 28' is a bit long. I tow with a 1992 Dakota and I would think in a windy condition the camper would manhandle most vehicles, Dak included as they all weigh in around 4K.
I'm pulling a 28' (29'10" end to end) I only have a 119.2" Wheelbase.
The Dakota QuadCab is 131" Wheelbase, he should be in better shape than I am as far as towing 28ft. We don't have any problems with sway using the Equal-i-zer. He is keeping the weight down around the 4500 dry area. We are around 4769 dry.
