F all YI, I just got our rig (see sig lines), and yes, it's 350hp--we needed something stronger than our gasser to tow our van--I do not beleive driving the minimum is SAFE if all other vehicles pass you in the other lane (if there is one) and that it is definitely NOT safe if they are crossing into the opposing traffic lane to do so.
California's speeding law has a sub-clause known as California's Basic Speed Law and says something like, "It is not safe to drive excessively faster or slower than the traffic around you, and you could be cited for driving recklessly."

You People are sure missing the point....
Speed limits are to warn you that vehicles may go at the minimum or maximum that is signed so be prepared to encounter such things.
No one can tell when some one may get stuck in the wrong lane due to a hill where his power runs out , he should be ready to pull over to a lane more suitably for his speed when it is safe.. Keep in mind the limits of speed are for all lanes on the roads. That is what makes a good driver, one who is aware of his surroundings.
Hope you understand ..
I do agree that while we don't know what the issue with the MH was, if he had traffic buildup behind, he should have pulled over for no other reason to let the buildup pass.
With that said,
There has to have been more than one lane! Go around!
We have all been in traffic tie ups that are beyond our control. I spent over an hour and a half last Sunday because of a truck fire on the upper level of the GW bridge between NY and NJ. Should I rant or should I just say that there will always be issues on the road that may cause a delay that are beyond my control and do the best I can to deal with it.
