My parents just got a Jayco 29rls and plan to pull it with a Lincoln Navigator. I think the 950lb tongue weight is pushing the limits of it. Will a good weight distribution hitch help with this? What problems may they run into since it is pushing the limits?
Your parents will need a new Tow Vehicle. The Navigator is not rated to pull that much weight and the wheel base of the Navigator would be another issue. Jayco shows on their website that the 29RLS is 35'6" long with an unloaded weight of 7,025b lbs and dry hitch weight 920 lbs. I'm sure the salesman told your parents that it would pull it just fine though. This is way to much trailer for a Lincoln Navigator. It is however a nice travel trailer. As far as pushing the limits, safety would be my first concern. Secondly, they would be looking at ruining the transmission, engine, and brakes in no time at all.

According the the owners manual, and depending on the year, the maximum tongue weight is 600 lbs for a non weight distribution on that vehicle (2005).
It goes up to 885 lbs for weight distribution hitch with trailer tow package (2005).
Without knowing the total loaded weight of the trailer, and the adjusted tonque weight it is hard to know if it is enought vehicle, however, at a minimum, the tow vehicle needs a weight distribution hitch and the optional tow package to tow properly.

BTW, According to the owners manaual, the 2005 Navigator, with optional tow package and 4x4, has a 8300 lbs towing capacity. With a 4x2 it goes up to 8600 lbs.

I wouldn't buy the Navigator hoping it will work. It is better to have some knowledge about the subject. I'd start with DavidG's excellent website on towing located here:
