Very much so, but they do have dog loops. When you make your reservations make sure that you tell them that you need a dog loop. Our little poodle loved it there, but you must be in a dog loop and of course pick up after. They even have the poop bags out for your use.

Adding to this question....is there transportation to the parks from the campground, or do we have to pull up camp each time we want to go over to Epcot? We don't have a Toad yet, and if we go and stay, what about the dogs? Can we leave them in the RV for a few hours at a time, or do they have kennels? What kind of costs are we looking at?

Nope, you don't need to move. FW (Fort Wilderness) has an awesome transportation system between all the parks either by boat or bus. If you're staying at FW, there is no charge to use the Disney transportation system.
You can leave your pet in the RV, but there are some things to think about. First, will it make noise? If so then you may have some people complain to the management. Second, can you trust your AC? If you have any doubts, use the kennel. There is a kennel at the entrance to the campground. They are very friendly and clean. You will need proof of the vaccinations. One other item at the kennel; I don't think they will take the dog for a walk. You will need to come back occasionally and take the animal out for a walk, usually about every 4 hours but that is up to you. If I remember right the cost for the kennel is very reasonable. They will not keep the animals overnight.
Have fun. Depending on the time of year FW can be very hot. Make sure your animal is protected. On one of our trips the AC went out and we used the kennel. It was a fairly new TT.
We have a poodle and we leave her all the time in the RV. Their bus transportation works really well and will take you anywhere and to any park. We would sometimes go to the water park in the morning for a acouple of hours, go back to the camp and walk the dog and nap then go back to a different park in the evening. Disney has thought of everything to make your visit wonderful, but do bring $$. Mickey likes lots of it.
Also if you plan on dining anyplace special, like atop the castle or the Mickey's BBQ (in the Camp) or Hoop-de-doo (in camp also) make reservations when you book your trip, everything books pretty quick.
