The same can be said about the Federal standards, as well. (Even though they're not as stringent as CA.)
A couple years ago I took a Caribbean cruise. Walking and driving around some of the small islands, I was surprised about how bad the car exhaust smelled, and how ubiquitous it was, even though the roads were not as crowded. Then it dawned on me, that it was the same smells I remembered from the '60s and early '70s, before all of the federal mandated pollution controls here. They didn't have the same controls there, and you could really tell!
My issue with the proposed regulation is not about its clean air goals, or that they want better emission standards, but rather that they are pushing for retroactive standards requiring retrofits. Although it doesn't affect me directly here, what CA does, NY tends to do as well, eventually.

Good idea. If about 5 million more people would leave ATL I might consider going there more often. As it is I avoid the place whenever possible. And I think the same of L.A.
Regulations mandating these costly retrofits will be the end of many smaller trucking fleets, trucking companies, construction companies, manufactures, distributors, and on and on. Don't worry once this starts it will expand to off road, construction, farming, you name it. They will get pickups and RV'S before it is over. The cost will end up making us talk about the good old days in 2008 when things were cheep.
The big question is can California dictate what a private non-commercial vehicle must do in order to drive in the state? I believe federal law says that the home state's regs are the law for each vehicle.

That's because CA is in or near bankruptcy so they want to make sure everyone else is in the same boat. Tell them they can retrofit all they want if they pickup the tab. I imagine this will not make it thru the first court battle. My vehicle was legal when I bought it and now it's not????
