While the element is probably the problem, I am wondering if you have the trailer plugged into a lightweight extension cord at home. As voltage drops (because of the lightweight cord), amperes raises which could exceed the capacity of the breaker, and then it trips as it is designed to do. If the breaker trips immediately when the electric water heater is turned on, then it is probably the element. If it takes a few minutes to trip, then my idea is viable.

This theory makes a lot of sense to me. Why not check the extension to see if it feels hot?
