While I went into the office to register, the attendant took care of this chore. They also gave us a bottle of chemicals to use in our holding tank.
Do they have full hook ups? I am thinking the initial dump goes in the sewer and the sites' waste is septic or minimally treated for irrigation reuse.
Many land owners pay fees to the sewer treatment facility based on actual flow. So they try to give the worst to the county treatment and keep the "cleaner" waste on site to reduce fees.

"......for a brand spanking new RV park with a 5 W rating on Woodalls......"
Just so you know, the ratings mean squat. What they mean is something like this:
Camp Store (okay, so they only have one roll of TP and some sour milk) ONE "W"
Swimming pool (full of geese and goose doo-doo) ONE "W"
Laundry (one washer & one dryer. the dryer tumbles, but doesn't dry) ONE "W"
Pull- Thru Sites (full of seasonals with trucks up on cynder blocks) ONE "W"
WIFI (at the local library across town) ONE "W"
Weekend Live Entertainment (the cops show up) ONE "W"
WOODALL'S gives them SIX "W"'s!!! WOO-HOO!! LET'S GO!!!!!

Hmm...reading 4 pages, I'm still not quite sure what the issue is.
Upon visiting the site and looking under park rules they specifically state that you will be required to dump before entering and that you will be given an approved chemical to use.
They also state "surge protectors recommended".
Their rules seem basic and they aren't hiding them. This wouldn't deter me and if in the area, probably would stay there.

We had to do this in AZ: dump before going to site. We had gone there to workamp last year. I found out the dump station went to the same drain field as the rest of the sites! Pre-park dump did nothing to prevent anything! I concluded it was a "control issue" with the management.

a pre dump with your using their chemicals from there on out would certainly prevent additional formaldehyde, etc. getting into their system, unless of course you were just an overnighter. I "assume" that was only required for full hookup sites?

I let mine ride for the day and slosh around breaking everything up inside that tank. By the time I arrive at the campsite - I like to dump the tank while everything is in the "suspended" state.
I don't necessarily agree with the pre-dump before going to the campsite - and it probably is a "control" issue as everything goes into the same place anyway. Only thing I can think of is possibly that camp place has had blockage issues and the central dump is a clear shot to the system.... who knows.

If what they say is true about recycling the waste water from hookups through their own treatment plant, and being concerned that certain chemicals would create major problems, What would prevent you from doing what you suggest would be something called a "conscience"
And in regards to the reccomendation for using a surge protector, it is probably something their lawyers suggested.. Liability issues you know.
