RogerNcindy I have M&G(air brakes) for my dingy for which no 12v needed. After the responses received I think a clear answer would be a cut-off switch for the neg ground. Note: I have a call in for Jeep engineering dept to get a clarification.

In the manual a jeep 4x4 equipped with a neutral transfer case can be flat towed. Not all jeep have the neural transfer case and will activate part of the drive gears not lub the gears.
Seems like the extra towed mileage shown is a cheap price to pay for less hassle. For example, you need a place to plug a brake system into and a way to power your brake lights.
I have a 2004 Liberty and have enough steps to go through as it is.
Seems like a lot of newer cars are not toad friendly unless they are a stick shift.
