I'd uninstall PC Doctor. Also, did you completely uninstall Norton Antivirus? If so, you may also want to download and run the Norton Removal Tool for your version of Norton Antivirus.
Next, download and install either the freeware antivirus AVG Anti-Virus Free Edition 8.0 or avast! 4 Home Edition. Install and run only one antivirus package, as running mutliple antivirus software simultaneously can interfere with each others' real time scanning, and can actually reduce your overall protection against viruses. In fact, none of the major antivirus companies recommend running more than one antivirus software at the same time for this reason. Be sure to run a full scan.
You need to determine whether you actually have a virus or malware. It is well known that some websites, which promote free online spyware scanning and removal, actually embed malware on your computer which falsely indicate your computer has a virus or spyware. They than basically extort you into paying for their software package to remove their own malware. Otherwise, the "pop-ups" just continue running on a regular basis.
In any case, if its not a virus, than it could very well be malware which has written an entry into your registry, running a process causing the regular popups. Once you identify the malware, than you can likely find a fix by doing a Google search on the net. Most likely by removing the registry entry and the program. You can also kill the offending process and block it from running in the future.

This is probably your problem. Goggle exactly what it says and who it is from and you will find that someone has a fix for removing it.
Note: Strongly recomended to install antispyware program to clean your system and avoid total crash.

This was a trojan called Trojan.fakealeart-pinch/A
I downloaded www.superantispyware.com the free version and voila it is gone.
Took 15 minutes to get rid of it.

It is clear from your responses that what you had was malware and not spyware or a virus. There are a number of sites which will get you a popup like that. Once it is on your machine, most antivirus programs do not get rid of it as it is malware. Even most of the spyware programs can't get rid of it. As long as one doesn't click on the popup, very seldom does one get infected. The best defense against these type of messages are popup blockers and to not click the popup.
For instance, if you use firefox there is an addon called adblock plus and along with that, a subscription (free) called easylist. The two of them will stop you from seeing the popup. I posted earlier about one that hit me called Vibrant. It is now blocking that from coming on. I got that one from one of the sites I had visited. Unfortunately, I don't know which one.
