We don't have that "herding" instinct. We like to get as far away from the other campers as possible and still get a site we like, not to be anti-social - but to give everyone "their space," but I can understand why on a deserted beach with only one other camper around, one might like to get "reasonably close" for safety's sake.

One would think that in a big open area - be it a BLM campground or a beach - that one might feel more comfortable being "near" - but not "too near" other campers, but that is not what it sounds like happened in the OP's case in the BLM CG - or even to Older Than Sand in the case of the SUV full of young men. Both seem inexplicable really.

We stop overnight at an empty race track parking lot on our way out of state. Parking lot is probably 10+ acres. Just after dark come two travel trailers, parked within 10 feet of us! You would have thought they were our family or friends! The whole empty lot to choose from? Randy

I'd go with the herding theory. (And I like the boom box play!)

We don't have to be extroverts ourselves to know that they exist and that they really and truly just don't get it - and probably never will. Get the boom box! I have also found through various testing that:

George Jones works wonders on speed freaks, rockers, and various other cityfolk

Gregorian Chant freaks out hispanic guys when they're drunk enough

Disco also works on rockers

Ride of the Valyrie at top volume works on just about anybody.

Particularly explicit rap might work on people with kids, but I haven't ever tested that one... Just think - you may be only a WM trip and a couple of downloads from world peace!

Bagpipe music played at maximum volume will usually do it. At least if someone parks close to you, they will be Gaelic types!

No good answer - but the various boom box & music ideas may just backfire!
Bring "kindred folks". Hey, we can play (our) loud music here!
The neighbor (you) is either partially deaf or he doesn't care!
- and now you have neighbors with whatever type of (more) noise.

1. Park trailer
2. Place inflatable banjo, tuba and accordion on picnic bench.
3. Enjoy solitude.

I keep hoping to find a tuba at a garage sale to keep out on the picnic table to keep people away.

I've noticed that same "herding" thing, and don't understand it at all. We look for the spot with the fewest campers and set up shop there. We're not anti-social, but just like peace and quiet. As much trouble as it is, I think I would have packed up and moved to the farthers corner of the campground. If he moved next door again, I would have become really obnoxious, so that he'd do the moving next!

How about a recording of several loud barking dogs coming from inside the RV?

Only at sunrise in the fog and only a lone piper no drums.
