Make sure there aren't a couple of extra wires from your pedistal going to your neighbor's site.
Well beleive it or not, I did unplug the trailer again this weekend and waited a little longer than I did before, probably 2 mins and it finally stopped. It was barely creeping, but it did stop. So what do I do now, leave well enough alone???????
I would either pay the bill or move to another campground. Don't see any further options! I have seen some pretty high charges for kilowatts in campgrounds and that depends upon what company or system you are on.

If you really like the place and it's not a deal breaker then wait and see about the next bill. It sounds like the 'incremental' portion may amount to about $75 for the season so personally I'd live with it for this season and make whatever changes you want next year.
Have you been reading the meter yourself and checking your bills all along? People can make honest mistakes and math errors.
Since the campground gave you the bill, it seems like it is probably their meter, and not the power company's.
