Some of the land is public, some private, most is reservation.
One thing to keep in mind is that if you are on reservation land you are under Indian Law and subject to their court system.

We just returned from a trip to Glacier Park one week ago. If you want to be away from the crowds, I also recommend Bowman or Kintla Lakes on the northwest side of the park. We went into Bowman, but not Kintla this trip. Be aware that the road into either is backroad. You must go out of the park on the road north along the North fork of the Flathead river. There is about 10 miles of gravel on this one. When you get to Polebridge (stop at the bakery, baking to die for), you cross the Flathead River and re-enter the park.
Check with the Ranger on duty about roads and campsite availabiliy before proceeding. From the gate, it is 6 miles to Bowman Lake and 15 to Kintla. Bowman Lake campsite is fairly large, about 45 sites, but Kintla has only about 15. Both roads are very narrow, one way for the most part, with pull-outs for meeting others. On the Bowman Lake road, there are many sharp, blind corners. We have a truck camper which meant taking more room to meet someone. I would not recommend trying this road with any kind of a trailer, or larger motorhome. Usually someone has to back up to find a place to get by. We didn't meet anyone going in, but decided to leave very early so as not to meet anyone going out. Left at 7 am and met four vehicles. Had to back up for two.
Mosquitoes were irritating, but fishing was good, even from the shore in places. Haven't been to Kintla recently, but understand the road in is the same, just longer.
