Is there any free software out there to do this? I see lots of it but in the end none has been free?

IN Windows Media Player - if you go to More Options in the drop-down and choose the plug-ins tab - then click on Windows and check the Windows Audio Converter button and then APPLY - whewwww!!
Then the Audio Converter pops up. Long process but it works well.

I have this and have "played" with it a bit, however I can not say as I've used it (I use a different product I paid for, the paid for program has a few additional features I really like, it is Total Recorder)

In addition you may be able to find a hacked copy of Cool Edit, which is no longer in production and has not been for over a decade, I can not help you track one of those down though.

But Audicity will convert.. You may need to download a few other files to make full use of it...

Short, and true, story.. Nothing to do with MP3..
Background: I used to do a LOT of audio work (Semi-pro level working with my daughter as the source,, She is professional level when she picks up a fulte)

I invested in Sony Mini-disc, this uses a format called ATRAC.. Some of the newer MD's (mini-disc) can use a format called ATRAC, Advanced Lossless 64KBPS

Yesterday (as I type this) I showed up at church about a quarter to 9 in the monrning,, Met my music director who handed me 4 CD's. 2 1/2 of them full of music he wised played at his wedding reception that afternoon. The 4th one was one track he wished played on cue.

I transfered the 2 1/2 (total 50 tracks) to one of my mini-disc disks This is a small Magneto Optical disk that is a bit thicker than a standard 3.5" Computer "Floppy" and slightly smaller otherwise (about3.25" square) the 3 CD's took up less than 20% of the mini-disc (1 Gig disc) Worked great

The transfer in this case was handled by SONY Sonic Stage software.. Which by the way can also convert to MP3. as can, I think Media Player.

But Audicity is better at it.. So is Total Recorder.. The version I have can do it in batch mode.

Check out the "Normalize" function on these.. I often normilize to 99% on all tracks.. This brings up soft tracks, much better in a car (It does not, however, change the dynamic range.. This is just electronically "Turning up the volume" on a soft track)

Some programs allow you to normalize volume.. (This can change dynamic range) Mine just normalizes peaks.
