I'm thinking about upgradeing to a 2008 GMC 2500HD Diesel. Can anyone give est. gas mileage towing a 5th Wheel(15,000lbs). Has anyone added a banks power pack to same type truck, if so what kind of est. gas mileage

Banks or any of the dozens of other engine programmers are made to increase power. Power takes fuel. No matter what they advertise they will never recoup their cost in fuel savings.

Although you didn't state what year D-max your upgrading to, I can tell you that friends of ours have a '04 D-max 4x4,cc,sb,at and tow a 14-15K (loaded) 5er. He put on a Banks exhaust and some performance chip (don't know which one). Claims to get over 11 mpg towing and all sorts of power. One thing he doesn't like (neat/clean freak) is that each time he steps on the gas, black smoke gets put out the tail pipe.. Can pull hills on I-81 very well even if he has to slow down and get going again.
