We are full timing right now at our seasonal site and I was wondering what you all do? We pay for our power so here is the question do you shut you hot water heater off? Mine s both electric and propane. We only turn the propane on when someone showers for quicker recovery. Am I just wasting electricity by leaving the hot wate heater on electric all day and night? Should I shut them off when not using water and just turn them on when needed?

Yep, you are wasting money all right. You'd probably save at least $20 a year by not running your water heater on AC, but it will probably cost you $100 a year to heat your water on gas.

Electric is very slow recovery or reheating. If you have the time, electric will probably be marginally less money.

I run my electric 24/7 and shut it off on the weekends when we leave.

I think the OP's question was not about which to use, electric or propane, but whether he should not continuously heat the water.
If you can manage your hot water use, to a specific time of day, I think there would be some savings by turning off the heater.
During our stay in Florida over the winter, we shut ours off.

First - I would think the hot water heater didn't really use that much electricity anyhow. Second, it probably uses the least to keep the water hot than it would to reheat water that had gone cold due to it being turn off.
My assumptions are that this is a standard 6-10 gallon RV water heater.

I don't full time, but do camp 4 out of 5 weekends. I turn on the water heater - doesn't matter which one - when I need to do dishes or shower. Then I turn it back off. I see no reason to leave it running.
