Had this problem on TT once. hooked waterhose to the hose port on the endcap, opened the valve and turned on the waterhose...backflushed it out, then close the valve and should be able to make the dump. you're going to have a little residual when you start to reconnect the sewer hose, maybe couple of pints!!!

Diggin has a good idea. A small snake through a short water hose that is screwed to the outlet on the cap. You can hold it up high like Bingoldsby suggested and run the snake in and out until you are able to get the "water" flowing. You can drain the hose into a bucket after you close the knife valve. NO MESS!!!

My bet is the tank wasn't drained and the stuff in it has solidified.
May I suggest some plain old Dawn dishsoap and some fabric softener. If you can drive around for a few miles and get that stuff stirred up it might help.
You can also stick a garden hose with a high pressure nozzle down thru the toilet and blast away.
I fill my tanks full when I store my rig and empty a day or so before we leave. I've got full hookups at my house. Keeps the sensors clean...somewhat...and no odors build up.

Don't you just love these posters that say it can be done with no mess, or very little mess. I don't think there is a non messy way of unplugging it. I would add lots of water and drive around on rough roads.

How do you know its not the knife valve itself thats damaged and not a tank 1/2 full of solids??
When was the last time you lubricated ( if EVER) the knife valve itself?

Ok, Well, odds are if you are trusting the sensors your tank is nearly as dry as the Saraha... (Well one of 'em anyway)
The sensors are simply screws or nails that goes through the side
Since contaminated water conducts electricity if they are "under dirty water" they are shorted to ground. And the "Meter" reads that.
Now, if there is some "Slime" on the side wall, it may false the reading
If a bit of TP gets hung up on the "probe" it may falst the reading
And that is what happens.. The tank is fully empty, the sensor can not figure it out.
I have been known to pressure wash the sensor wall
Nothin adds excitment like something that is none of your business

With your tank 1/2 to 3/4 full, add a box of dishwasher soap and let it sit for a day or two. Then find a rough, rolling road and take it for a drive.
If that doesn't work, then on to the messy methods.
Also, as Sully mentioned, be sure your gate valve is actually opening.

I think I'd get a sewer rooter and see if I could get lucky enough to hit the drain hole from the toilet side rather than the drain end and get the poo on me....

Update on my situation. After a drive last night got a couple of cups of yicky brown liquid, about the same this morning. I counted last night, here are three 90 degree elbows between the tank and the knife valve so nothing is easy.

Backflush with something similar to Flush King woould be my first try. Without a doubt it would be the cleanest and easiest solution. If that doesn't work then it's on to the really dirty work.
