This past weekend the DW and I were camping in the mountains here in CO and during a windy period of the night our Sat reception would cut in and out. I was only able to obtain around 75 - 80% on the signal meter on my initial set up but it worked fine when the wind was not blowing so hard. I checked the Sat itself and I had it staked down and it was very secure. We ended up watching a movie instead of the Sat TV so I know it wasn't my generator.
Any ideas why it was cutting out during high wind periods?

Odds are that a branch swinging in the wind was blocking part of your signal. Or your dish/lnb was being moved by the wind.

Either the dish was moving ever so slightly or branches were moving in the signal path.

Winegard has a "wind kit" that will help some. There are some adjustments that may also help some.
You might want to call Winegard, they can help you with both the kit and adjustment information.

Your dish turned slightly on the pole or there was a branch/tree blowing in the path of the sat signal.
Happened to me in texas. Started to rain heavy, branches lowered and waved back and forth. Signal kept coming and going. Moved the dish and problem solved.
Had the dish staked to the ground in 20-40mph wind gusts and never lost a picture.
Wind can not block sat signal.

I've had 20MPH plus gusting wind and no problem as well
However
If you are "on the edge" even a slight movement will bother it
If there is a tree limb "on the edge" movement of it will bother it
And if there is more than wind (Rain perhaps, or heavy clouds) they too can cause issues
Nothin adds excitment like something that is none of your business
