We have a petroleum distributor near my office that fills tanks. If you can find one near you they tend to be a little cheaper and usually sell it by the pound.

A few points from the anal me.
Portable propane vessels are called cylinders. That include 14 oz, 1 pound, 5,11,20,30 and even 100 pound vessels.
Fixed mounted propane vessels are called tanks.
ASME rated propane tanks have had overflow devices since at least the mid 1980's which function the same as OPD valves.
