We know someone who has a 1996 Monaco Dynasty Diesel Pusher with Allison transmission, 45,000 miles. They said the want $69,900. That seems like a lot of money for a motor home that is that old with no slides. Is this a good deal or should I keep looking?

Check NADA, keeping in mind the trade in or wholesale is about 80% of low book with no adjustments for options. Also check the web site for PPL motorhomes in Texas. They show sold prices on these consignment sales. That might give you a basis to work from.
Motorhomes are toys. If it fits your life style and you like it, then it's a good deal for you. It will never be a "good buy". JMHO

With the market as it is right now, there are many very good deals out there for that kind of money. Might keep looking unless this thing has really gotten in your eye.

No, for that kind of money you can get a 98 Dynasty or Beaver Patriot with one slide.

What they want and what it is worth can/are generally two different figures. Generally want is more than worth. If you are serious ask them how they arrived @ the ~$70K figure? It will have nothing to do with what they owe and if the documentation is more then a week old it could still be dropping in value.

Depending on the model and actual condition it is a $35-45,000 coach at retail. They built that year Dynasty anywhere from a 34'to a 40'.

Used to be stuff was worth about 3/4 of what dealers were asking, because they at least were organized to give you a 30-warranty and fix stuff EZ.
Gotta figure that a private party should be lucky to get 1/2 of current NADA retail.
