I spent too much time looking at the picture and in the process, forgot this part of your post:

What a great thread. I can see both lines of reasoning. If it was my gauge...I'd return it and buy a new one. No...correct that...I'd return it and ask the people in the store what the reading is. If they say 90, show them how it could be 95....and vice versa. Get the store manager involved. Maybe they'll stop selling this junk.
IF the answer IS 95, I think this is the first time I have ever seen the major "tick" lines on the "5's" instead of the "10's". Very confusing. That would be like looking at a ruler where the inch numbers were under the typical 1/2" marks.
