I was reading my RvTravel.com newsletter this morning and came across this article about gas stations in other parts of North America that attempt to cheat their customers Watch Out: Gas Pumps Can Cheat You!

It's everywhere. The key is to not be complacent and accept it but report it. You can report cheating stations on line at the Pemex website.

I used to work for a company that services Gilbarco refueling systems... typically found at Chevron gas stations and many other major retailers...

with most of thise suction systems (lift the fuel from the tank instead of pushing it from the tank)if you squeeze the handle all the way you rip yourself off a few pennies per tank...it would likley only ever add up to about 20 bucks in a year... but thats a fair bit of money, it doesnt matter how much you have... just try putting 20 bones in your tank tomorrow try to drive off... you'll see just how valuable that 20 buks is

I Bought some "Marine Gas" for the Lawn mower the other day at a Local Station!
I Had just bought a New 2 Gallon (7.8 Litres) Jerry Can ( Plastic) so thought I would use that! Darned if it didn't pump 10 Litres before I stopped it below the Maximum Fill Line! Obviously I Didn't fully squeeze the Nozzle!
Now I have to figure out if it is the Can or the Pump that is inaccurate. I suspect both!

The way I measure a true gallon when in Mexico is to pour the gas into a washed out gallon milk jug. Hopefully, the cows are honest.

your fuel tank is accurately rated... remember, a fuel vessel's maximum fill rating is typically 80% of total volume...

I see yellow ribbons wound round various pumps that say IMOVILIZADO. They are put there if the Consumer Protection Agency PROFECO discovers the pump is inaccurate (to the favor of the station owner). I have read where station owners have been jailed for removing the impound tape and using the pump.

Los Angeles Verdes (The Green Angels) carry federal complaint forms that are supposedly forwarded from tourism bureau officials in D.F. directly to PEMEX also in D.F. I have heard a number of Mexicans report that the complaint forms really work.

I conducted a three-month study back in the summer of 1994 using an NIST traceable 19-liter liquid test measure provided by the Seraphin Test Measure Co. in Rancocas N.J. According to the Bureau Chief of the D.F. Wall Street Journal, then president Carlos Salinas de Gotari nearly flipped when he read Paul Carroll's story in the WSJ. The CFO of CEMEX reported that when CEMEX moved to a new town "We send out an employee to find which gas station cheats us least".

Things are far from done, but on a whole I believe that there are fewer "erroneous" gas pumps these days. Let's hope they stick with it. I also carried a precision set of weights and checked lots of precision and crude scales. I was happy to learn that almost all of the food scales were quite accurate.
