Just bought a 1999 CRV to setup as a dinghy. Before I went off and ordered a set of blue Ox base plates, I took a look under the car to see what things looked like.
I noticed a set of some type of towing or frame hooks on the car. Not sure if these were base plates from the original owner or if these are part of the normal honda as towing hooks.
Pictures below of what I see. Can anyone help identify??
Base plates will most likely have a double tang. The tow bar tang goes between the two tow plate tangs with a pin that has a clevis in it. There are often three tangs, the thrid tang is for the safty cable. Those look like tie down tangs, use to secure the car to a trailer to keep it in place while going down the road. JMHO Bill
Your OX tow bar will not work with those hooks.

I tow a CR-V and it has those same hooks. What they are is the tie downs that are built into the vehicle to tie it down when in transit from Japan. There is one on either side on the front and another in the center of the rear, just ahead of the bumper.
The Blue Ox base plate (which I use) has the plate bolted up to the frame and there are two round bars that extend out through the two openings in the front bumper. They are located in the second opening from the end, at each side of the car.
I love my Blue Ox and my CR-V. I got mine new (2001) and have now towed it about 50K and driven it 130K, so far. I have had very few repairs in the seven years of use and expect many more happy miles. Drop me a PM if you have any questions that I can help with.
