We have been attending the Savannah Jazz Festival for many years. Historically, we have stayed at one of the multi-star inns that permeate the historic district, but now own a TT.
Late September time frame, the 26th and 27th for overnights. We will travel from Atlanta Friday early, set up and make it to the city park to enjoy music and food Friday and Saturday, breakdown camp on Sunday and return to Atlanta. Of course, we would be returning to the camper Friday and Saturday nights.
I would like to be near downtown Savannah, the festival is at Forsyth Park, at the south end of the historic district. Tybee Island is not out of consideration, provided there was something special about being on the island, something to justify the distance.

Don't really have a CG to recommend. We stayed two nights at Savannah Oaks RV park in June. I wouldn't really recommend it or say to avoid it. The sites are all dirt. I don't know what it would be like if it rained. We did see a two or so permanent rigs (maybe campground owner relatives?). Never used the restrooms so I can't help you there. Staff seemed nice enough and the pool was good. We were only staying two nights, so it meet our needs. If we were headed back that way I would probably look for a different CG, but if none looked better I'd return to Savannah Oaks. Sorry I can be more helpful.

We stayed at Savannah Oaks for a week in July and they do have some paved sites. We had one. It is ok and staff is nice. It was clean and 15 minutes from downtown. I had two complaints and they were small,
1. The cable wasn't very good, ok but not great and,
2. There are speed bumps on the highway right outside the CG that make a loud sound when people pass anywhere close. We just left the fan running on our AC all the time and soon forgot about it.
The good things were the WIFI was the best we have had in a long time, plenty of room for our big rig, our dogs were welcome, it was clean, and other than the speed breakers the CG was quiet. We'd stay again.
I've over-nighted at the Savannah South KOA in Richmond Hill, GA several times on the way to Florida. It's very convenient to I-95 and I remember the pull-thru sites being shady and level. It's always the middle of winter when we visit, so I'm not sure what their activities are like.
Whenever we're in Savannah we stay at the Hardeeville RV Park in S.C. It's a ten minute drive from the campground to Downtown Savannah on alt 17, This is a bare bones CG, no club house or bath house, but all new full hook-ups (30-50 amp) free Wifi and large level sites.
I would recommend that you not choose Tybee Island. We stayed there for a few days on the way back from Florida, before heading to Cherry Hill in Maryland, at the end of June. We left two days early. Nothing like what is advertised on the web site. The sites are extremely close together. When we walked out of our door we could walk about 5 feet and trip over the neighbors sewer connection. We haven't stayed at any other CG's in the area so I can't help you there.

What he said. We did not stay there but toured the campground as a possiblilty. The bathroom facilities were very dirty. Did not like it at all.
