The police would have done nothing, I would have handled it myself.

This is kinda ironic, really. It was only two days ago I was walking back to my pickup in the home depot parking lot with some cans of paint and what not to touch up the camper when a gentleman in an old chevy S-10 slowed down on his way through the parking lot and asked if I wanted him to fix the dents and dings in the pickup.

I set my stuff in the cab of the truck and turned to him and said, "Well, that'd be great, except that I'm living out at a farm and its just as likely going to get a whole bunch of new ones in it before long, but thanks anyway."

Fortunately, this one didn't complain or attempt to do the fixes anyway and replied politely and then moved on.

The "damage" would have been done long before the police ever showed up. I would have prevented them from damaging my vehicle.

Nope, she did not pay them. Apparently they weren't happy about it but didn't cause any trouble. They did try to give DW a sob story about how they were trying to earn some extra money for their kid's birthday or something like that.

...this is likely how the scenario would have played out if "she" waffled on payment:

Victim: I don't carry $250 cash on me.

Perps: Well, how much do you have?

Victim: let me see, i'll take my wallet out...

a) Perps grab wallet and run;

b) Perps say: get the money from the bank machine.

Victim: OK, hold on, let me punch in the PIN.

Perps: put a knife/gun to the victim surreptitiously, and demand the maximum withdraw, and run.

Moral: never ever talk to anyone you don't know that approaches you on the street when you're out and about! If it's a little old lady (or little old man) and it looks like they are in trouble, then go for it.

Thank your luck stars this one turned out OK.

Because they are generally a licensed non profit association selling you Christmas cards as a fund raiser for their cause. All perfectly legal.

Selling autobody work in a parking not is not legal. That's how it's different.

Home Depot allows lot of solicitors lately operating on their premises. Wouldn't surprise me a bit.
Than in this comparison there might be difference in legal issue, but absolutely no difference in ethics IMHO.
She didn't pay and the guys on parking lot didn't give her hard time.
I recall different outcome from police solicitations.
