I noticed in my new-to-me camper that when I turn on the water pump, water pours out of the city water inlet. Is there some sort of check-valve that could possibly be faulty? The only thing I can do to prevent this is screw on one of those caps to keep the pressure contained.

Yes, there IS a check valve in the city water inlet. Sometimes some grit can cause it to stick. You can try gently poking in it. If necessary it is not usually a big job.

Most likely the O-ring has been dislodged. Very common if folks push in on the plunger when winterizing when the line is uder pressure. I, like many others, have taken a pink shower. I followed the directions on the City Water Inlet Repair Thread and it was very helpful.
It could be that either the valve was damaged when it was winterized, or it wasn't winterized and it was damaged when it froze. I think it's probably faster and easier to replace the entire city water connection, than to try to fix or replace the o-ring in the check valve.
