They all had a white semi tractor to pull it. One had been modified by somehow moving the wheels...the other two had tandem axles...The man said that the ministry will have trouble disposing of the altered one for commercial purposes when they are through with it.

I bet I could pull one of those monsters with my 1993 Nissan short bed pickup that has a 4 cylinder engine and automatic transmission. My truck has 39100 actual miles on it. So I'm positive I wouldn't have any trouble pulling that 53 footer!!!

The 53 footer is pretty unique. The tow vehicle isn't.
A "singled" class 8 tractor will do everything a dually pickup will -
and obviously LOTS more (including *MUCH* better stopping capability),
- for way less cash (used tractor). And, can be licensed in most states as a MH.
The problem with the 53' in CA (and some other states) isn't the driver's license - it's the overall length. (NO reciprocity for length).
Many MDT & HDT owners pull 5ers in the 36-40 ft range
(in all states).
