First... I'm not a KOA type customer and I haven't visited the North KOA. However, I have been to the KOA on Grand Island, NY. One of maybe 5 reservations I've ever made, I chose it due to having kids in the camping party. In 04 it was a disaster as the facilities, ie. carpet golf, paddle boats, game room, were in disrepair. The staff didn't appear to be concerned or even apologetic. As mentioned, I wouldn't be there in the first place. But from a parent's perspective, based on that first impression, I wouldn't give them a second thought today.
Haven't been to the the KOA north but have been to the Grand Island one a couple of times. It has improved since 04 and they have a jumping pillow now and have never had problem with the other facilties. They have a nice fishing pond if your kids like that.

We are considering the State Park, we adore the VT State Parks and have heard good things about this and other NY State Parks. We like to hike and bike as well as do the tourist stuff. If not for kids, we wouldn't think twice. Our only reservation is no swimming at the park.
We weren't sure either with Four Mile Creek because of no pool but we loved it and would definitely stay there again! There is a pool at Fort Niagara and it's only a few minute's drive away - you get into the park for free and if you're swimming I think it was maybe $3 a person? They had one HUGE pool and another pool with slides that the kids thought was pretty neat

Stayed there last year for 3 nights or so. Not much in the way of activities. It is more about proximity to the Falls I guess. Our site was very wet and muddy with the rain we had for those couple days. Not the parking pad, but the grass.
Not a bad place to sleep and do laundry, and folks running the place were very friendly and helpful in regards to any questions we had.
We stayed at a nice campground called Shalamar lake on the Canada side, It isn't on a lake but has a humungus pool that allows them to us the "lake" in their name. You'll want to take advantage of the People Mover to get around. Parking in town is hard to find and expensive. Have fun.
We stayed there a few years ago. The owners were very pleasant and we really enjoyed our stay. A smaller campground, most sites were shaded. A short drive to the falls. Quiet and relaxing and the kids had fun.
We have also stayed at the Grand Island KOA, a larger campground and we were treated very well also. We stayed in this KOA by accident - we thought we selected KOA North when making reservations. We wanted to stay at KOA North due to our previous experience there. This KOA has some shaded sites and some open sites. The facilities were in good repair last summer. This KOA has more amenities than KOA North. Busier than KOA North, but still relaxing.
We stayed at a very large campground in Canada near the falls, sorry don't recall the name. Did not enjoy it - was extremely busy and crowded.
Never stayed at Four Mile Creek.
