I don't get that where it says editors functions. What am I doing wrong?

What does it refer to? Perhaps you are referring to the toolbar (16 icons) that runs across the top of the message window. One of those is the Image tool, 
Which picture host site (TinyPic.Com, Photobucket.Com, etc.) are you using. The FAQs at the top of this forum contains links to tutorial for using four of the free host sites.

im using photobucket. I get the picture. I hit the direct link bar. but nothing else comes up. my picture is over the allowed limit and i dont know how to get it smaller and i cant seem to post it... HELP!

Ok,I have tried NUMEROUS TIMES to post a new picture and i can't get it to accept the picture. The guidelines say no bigger than 640x480 pixels and 30KB.
My picture is only 400x180 with 24.7 KB and it keeps saying it's too large!! PLEASE can someone please tell me what i'm doing wrong???

Sure wish I could tell you. I can say this, I started out with my sig pic see below. I kept making it smaller and smaller and and finally I got it down to 8k and the size you see below...STILL would not work. I gave up, but tried it a few days later and it finally worked...

For posting a picture, the maximum limits are width = 640 pixels, height = 480 pixels, and file size = 100 KB. In addition, if you ignore those limits, the display engine will not issue an error message; it will just display the picture. That is why, you will find posts that have notes from the moderators stating that the picture's width had been reduced to the forum's recommend maximum width of 640 pixels.
Since you are getting an error message, I guess that you are not trying to post a picture but are trying to add a picture to your signature. The size restrictions for signatures are much different and are enforced during the upload process.
For signatures the maximums are:
Width = 500 pixels
Height = 100 pixels
File size = 30 KB
If I'm correct, your height of 180 pixels is what is causing the error.
