go here to get the facts. Requirements came into effect on June 1, 2009.

http://travel.state.gov/travel/cbpmc/cbpmc_2223.html

Depends on where you are, but passport cards ($40) or passport books ($100) take about two to four weeks to obtain. Go to your nearest post office.

Passport card is for surface travel across US border while books are required for flights to any country. Get both if you cross into Canada or Mexico frequently and the card only costs $20 more.

Ran across a current discussion on this topic
on mexconnect, a Mex Travel Site,
apparently US Customs and Border Protection
are being 'very lienent' on full enforcement of
on requiremente for the passport/passcard
to re enter the US,
One poster claims that a Texas Borderpatrolman
said 'save your money don't spend it
on a passport', you can get by without
one.
I not saying this is what I think
but it appears that enforcement is not
what it was advertised

If you can prove you are a "US" citizen with the appropriate legal documents (state issued ID and birth certificate), they can't deny you entry into your own country. Although, a US passport or ID card would save you about 30 to 45mins of hassle.

At the moment, the San Diego port of entry is not very strict.

We were once caught up in a nine hour lineup at the walk across border in Algodones MX after Bush suddenly declared a "Condition Yellow" or something The reason for the lineup were the hundreds of USA citizens who had crossed over for the day without proper documentation. They were attempting to use the provision that "they can't deny you entry into your own country" and were attempting to argue their way back home. The problem was, this was taking three or four minutes per person and the lineup extended for at least a mile back into Mexico. Those of us (all the Canadians and many Americans) who had our passport in our hand had to wait for these folks who thought they did not require proper documentation to be cleared. I was not a happy man that night. There should be one lineup for those who have passports and another for those who want to use the "argue my way back in" method.
